Ответственный за ввод данных персонал не всегда может однозначно интерпретировать некоторые записи в ИРФ. Возможные варианты интерпретаций перечисляются в соответствующей форме для вопросов по данным, которую посылают менеджеру по обработке данных для разъяснения. Менеджер должен принять решение о том, какие данные должны быть введены в компьютер. Лицо, отвечающее за ввод данных, никогда не должно самостоятельно принимать такое решение, каким бы простым оно ни казалось.
